The apartments have a lovely old-fashioned feel, high ceilings and beautiful mouldings.
The landlord is cheap and has done pretty much no upkeep and so the building and apartments are run down. Also, the landlord is a bully who yells at tenants and becomes verbally abusive if you ask him to do anything.
